In Oregon, I am homeless and living off the state. In California, I'm a drug using baller that pays his taxes.

kind of lame this comes as a credit on next years taxes rather than a check. Its the same money but it doesnt feel like it when they do it that way, especially when the average is like $200

Well, $2.8 K for the transmission, the extra $200 was for beer to drink while I was waiting the 5 to 7 working days for it to be rebuilt...

 

It is. When you file your 2015 taxes, if you're getting money back from the government, it will be added to that total.

then there is the part where people who qualify but didn't live in Oregon for 2015 get the shaft.

probably right, but the people who don't do it will make Oregon a lot of money. Like rebates that a % of people never claim.
