This article smacks of a set up. You don't anchor just anywhere willy nilly. You go to where anchoring is permitted, perhaps by asking the Port Captain. I can't understand anchoring among the coral and unless it were marked as an anchorage. Then I would need to ask because it makes no sense. "The damage to the reef could prompt a fine of up to $600,000" <- I think the mission was accomplished.
That was prolly his big yacht, I assume? Wonder when this happened. He was supposedly in Kona over the New Year. We saw one of his smaller yachts offshore from our hotel. The local transplants were all telling us how the yacht offshore for several days was Paul's and asking if we knew who he was. Walked close to his pad there but were told to tread lightly because a security crew was nearby, which meant he likely was as well.
I have it from a reliable source the Cayman government is looking to build/expand a bay on the other side of the island for boats to anchor/dock. The problem is how to pay for it. Your conspiracy theory presents an interesting coincidence.
