    Best - Sitting down with friends and employees, drinking a new wine and creating tasting notes.

    I re read this and realized I didn't answer your question. To come by this power you have to do a few things:

    • Join a referee association.
    • Referee hundreds of games so you can develop confidence and credibility (referees who have neither simply won't know how to deal with that situation).
    • Develop intestinal fortitude to make that call (there are referees who have done it for years who don't have it).

    Let me find the rule. It would fall under unsportsmanlike conduct I believe. The official authority would come from the rule book.
