Yes, they put in terms to hope that CSN increases distribution but there is nothing in there that says they can cut bait if they don't. You are reading too much into it until they come out and say something along the lines of what you are thinking. If we want to speculate I would say it is much more likely those terms are that they get more or less money sent to them depending on how much is distributed.
For starters, the Blazers included terms in their new contract that incentivizes CSN to expand distribution. Incentivizes could mean they get an extra parking spot at games for each satellite company they allow games to be shown on. Incentivizes doesn't mean much unless you know what the incentives are.
