No. Your plan causes teams to take some of their best players off the floor if those players are poor free throw shooters, and gives the opposing team even greater incentive to foul those poor shooters. Your "plan" presupposes that those poor free throw shooters simply need a greater incentive in order to improve that one skill, and that the game as a whole will be better for it. I would rather those players use that time to improve the skills to which their natural talent predisposes them, thereby increasing their ability to perform during non-free-throw portions of the game.
This gives the refs total control of the outcome of any game. The ability to shut down any rally by a pressing defense. Absurd. It's as if the DNC is running the league now. If they simply called every foul committed by every player with no favoritism none of these clumsy oafs who can't shoot for shit would even be in the game at crunch time because they would have fouled out long before that.
I'm sorry but if any of your "best players" can't hit a FREE THROW 2 out of 3 times, you have no realistic chance of competing in this league. Your team is pathetic. Get some talent, or at least teach them and require that they practice. A free throw is the only time when a player is not actually competing against other NBA players. You can take your time, shoot any way you want, nobody will get in the way, may as well be third graders there on the court with you. If teams are deliberately sending you to the line and it's costing your team games you need to man up, improve, or GTFO of the NBA because you are soiling a product that I otherwise enjoy watching.
You know, there are competitions where you can watch people shoot hundreds of free throws. I prefer to watch actual basketball.
As long as FT is part of the game and you can not keep these guys on the court, are they really your best players? The rule changes for lack of a better word reward incompetence.

I agree! I don't think there should be any rule against fouling poor FT shooters. Make coaches remove these players from the game, which will lessen their value to a team, which will probably hurt their future contracts, which will hopefully encourage these players to work on their FT shooting. Should they remove the 3 point shot because some players cant make those either?
The existing rules reward intentional rules violations. Whenever the penalty for a rules violation ceases to be a deterrent, the reasonable response is to adjust the penalty accordingly.
I would like the rule to be more extreme EITHER DIRECTION. Either make the free throws optional (team could choose to take ball from out of bounds / new possession) or make the bad-free-thrower shoot the shots.
That would really be the best solution if they want to stop it, without having another side effects on the game IMO. Why aren't they doing that ? EDIT: NVM, that would prevent losing team under 24 to foul and get the ball back, which IMO would be a bad thing.
Easy enough--limit that change only to off-ball fouls. Teams can still foul the ball-handler for possession (as they have to now).
This is really easy to administer. I can't see how there will be any problems. It's just like administering a defensive 3 second call cept it's caused by a dead ball foul. Simple.
I don't think this will do much. All this will remove is the end of quarter hacking for possession situations. But the hack for missed FTs strategy will remain. ugh. Was hoping for a more dramatic rule change to completely remove this from the game.
