They think it was either a prankster, a diversionary tactic, or like you said, testing security. Hopefully it was just a prankster.

You'd think after, I dunno, finding ONE of these things and finding out it wasn't a bomb, that they'd be able to handle the rest properly and cheaply.

Especially when Turner had them turn over a list of exactly where each one was located. One car driveing around Boston could have done that in maybe one work day. And that would have cost maybe a couple thousand at most.No need to shut down the Boston streets and cost the city thousands upon thousands of dollars.
