He answered her question. Legit hispanic voters are afraid to vote IF their voter registration allows government to go to their house and find their family members that may be undocumented. The undocumented family members are afraid if their legal family members vote, they'll get busted. Obama is telling her that since she's legal, she should go vote. The government doesn't share the voter registration with other agencies that deal with immigration. I don't see anything wrong with encouraging people who are eligible to vote to actually go and vote. It seems a little awkward at most. I'm not exactly a big fan of Obama's policies, but on this one I don't find any fault.

I don't think that's the kind of fraud, if any, to be found. The fraud would be tens of thousands per year over decades, if not more, undocumented immigrants getting registered through assorted programs designed to increase legal voter turnout. The person shows his ID at the polling place and is allowed to vote. It would be hard to detect. Nobody asked me for proof of citizenship to register. Another form of fraud is where the precinct worker punches thousands of ballots and adds them to the legit ones. There is often news about more votes cast than registered voters in various places. Yet another is dead people who were registered, somehow voting. The talk about registration in two places doesn't matter unless the person votes twice. That would be easy to detect.
