This is the way I see it... nobody can really tell you what you should do in this situation. Just go with your instincts. If you want to give her a rose, just give it to her. If not, then just go up to her and casually strike up a conversation with her and basically try to see where you guys stand. The rose thing really depends on the girl. I give roses to some of my girlfriends on Valentine's Day even if they have boyfriends or if we're just friends, etc., and some of them I don't. It just depends on the girl and only you can judge what would be best. If you can't, just go with your gut feeling. What's the worst that can happen? You guys really aren't talking anymore, so it's not as if the relationship is going to get any worse... right?By the way, do you like this girl or are you just looking to become friends with her again or whatever?

Some other guy has probably already bought her a bunch of shiny things and her woman's ADD kicked in and kicked you out of her mind. If you really give that much of a crap about her, send a card along with a note that says like 'will we ever be friends again', etc. Otherwise forget about it and find someone else. You mentioned that other girls you 'go after' get BFs, well just make and keep friends with those that you really like and it's like a 90% guarantee they'll break up at some point soon anyway.Also, I should ask, how old are you?
