It doesn't say they are offering their pick for Okafor, it says they are floating their pick for the best offer that they think will help the team. I know it could mean they are making that offer, but it doesn't say that exactly.
That is connecting the dots. But it doesn't say they offered it specifically for Okafor. Just that they are pursuing him. They could be pursuing him with two seconds for all we know. Because if they did say they will give up their first then the deal would be done imo.

Who has the scouting report on Okafor? He seems like a plodding C who doesn't play D. Why do we want him? His PER36 numbers are like identical to Nurkic. What's the point?
Only reason I would take him at a discount is because he does have value around the league and I would try to flip him this off-season or next deadline for something we really need. I am glad we didn't get him before Nurkic (or only - instead of Nurkic) though. All about asset accumulation. I just wouldn't give up much. But Neil has reportedly had a boner for him for some time. I don't see it personally.
