I would agree and with our cap situation it's what he should do, especially cheap rookie contracts and guys that have at least shown something and "might" flourish elsewhwere
It's buy low/sell high meets extreme couponing/meets house flippers. Neil is aggressive collecting as many assets as possible, as cheap as possible, improving their stock (when at all possible) and using those assets in bulk to upgrade things. Unfortunately we haven't seen a big *contraction* move here in Portland, but it's absolutely what he's doing. I have ZERO sources, other than what TBPup and MM are dropping on here as to IF anything will happen, but if anything does, it'll be of this variety -- Mirotic, Okafor, maybe Favors or Rozier for under market value and/or a salary dump. Likely means no Paul George, no Jimmy Butler, no Brolo (unless he comes with us shipping out Meyers and FOR a very cheap price), etc.
I assumed that "expand and contract" means accumulate a lot of assets (expand) and then convert those assets into fewer high-value pieces (contract).
Just like most of us, other teams don't value our current assets as highly as their contracts are worth.... Yet.
As long as Okafor is fine coming off the bench he could be a go to guy, and would let us run the same scheme the entire game.

You need multiple centers. They get hurt. Their feet are big but they are not that big that they can handle 270 lbs of weight on them as they run and jump over the course of their career. Same with their knees and back etc. Also they get winded easier and they get in foul trouble easier. So 24 minutes a game for two centers works. (and a 3rd who sits and waits for the injuries to occur) Not sure how good Okafor is these days but I do know he is a vastly superior scorer than TRob. The guy has offensive skills. I think the Enes Kanter comparison will easily be met. Jahlil has a huge wing span.
To me Okafor is Al Jefferson. If you have the possibility of prime Al Jefferson coming off your bench for a peanut salary, I think you entertain that.
Can we make it Crabbe and a 1st (not our lotto pick) for Okafor and Henderson? I'd love to have Gerald back.
interesting thought, trade Crabbe and a pick for Okafor and take back either Bayless or Henderson as they both make about 9 mil per, Henderson has one more yr and Bayless 2, either one is a solid backup and we save $$$ there and get Okafor
Dude ive been touting a crabbe for bayless and 1st (they have a decently protected okc pick in like 2020) or a couple 2nds. Saves us money and gives us an asset. I would also do crabbe and cleveland 1st for bayless and okafor.
My guess is 21 year old big that would be better than anyone we could drafy...potentially. No idea though.
the bigs in this draft are not all that great and would appear to need time, so maybe they view Okafor as someone who has already shown he can play with an 17/7 rookie yr and who is still 21, don't know just throwin it out there
