Racial is saying that african americans have a higher rate of diabetes. Racism is not not treating african americans for diabetes while treating everyone else. Not investigating certain crimes against certain races and ethnicities while continuing to investigate them for everyone else is racist.

You don't know if it's racist or not. The sheriff has never said hispanics are inferior to whites. You obviously will believe the oceans are dead, no matter the evidence to the contrary. And you'll use awful logic to try and defend your position. More likely, you're just trolling.
Since you may confuse others with your trolling, I'll just note that the reason racism includes "racial intolerance" without needing to say "due to a belief in racial superiority" is because A. that's where prejudice and intolerance come from--no one is intolerant towards other races because they believe in racial equality and B. we judge actions, not thoughts, because thoughts are unknowable on an individual level. You know and believe all this, but you pretend not to in order to muddy discussions.
