    The transcript looks as I said it does. He was pressing the point that taking in these people is potentially dangerous.

    The PM has these people under arrest. Made all sorts of excuses (we don't want to encourage boat people... blah blah).

    I seem to think he's into restricting immigration of all kinds, including refugees. Not at all what I agree with.

    But that is what an honest reading of the transcript looks like. He's trying to get the PM to agree that the people are dangerous to let in. If not now, sometime down the road they become radicalized.

    We'd totally let them in but we don't wanna encourage smuggling.

    Whatever dude, take boat to Australia and then get sent to America is what you're going to encourage.
