@HCP, if I were to divine what Trump meant when talking about the budget... He's got a new budget to get passed and a tax plan. The hits to spending for disaster relief are putting a crimp on what he wants to do. But he's all for spending the relief money anyway. Plus it's a little dig at the government there who are managing their government in massive debt.

There's a legitimate argument that if people are getting government handouts, that the government should ensure that the people are healthy or get treatment and can get a job and off the dole.
