No need. The state already has authority to regulate what ever you do with dogs via the Constitution in the 10th amendment.
I am not sure what it means, but there are parts of CA that no longer use English. Forget about the official language. Ha! The young fellow that helped me a lowe's yesterday spoke English like his home language. So I asked him about the Spanish only signs in the aisles of the store. He laughed, said yeah it makes it hard for some of us too.

Countries splinter all the time....Bavaria....USSR....China/Taiwan....Korea...last I looked, Germany, N Korea, Taiwan were still standing...sometimes countries that are too large are disconnected from the further regions...I don't see this happening in California but not because it couldn't happen....S Cal is very republican....Hawaii has always had a large contingency of the population who would like independence from the mainland
