Yep, but most owners go with what their GM tells them. They hire a GM for a reason - to run the team. Even Paul Allen follows the recommendations of his GM, despite what some people think.
I think what probably happened was that they were expecting Monk to be gone by 11 and were planning on taking Mitchell all along (like the Kaminsky draft even though Winslow fell). When Monk was still there Cho probably wanted him since he was slotted to go higher in the mock drafts and Jordan likely wanted to stay with the plan. Cho probably convinced him that their original plan didn't have Monk available.
Allegedly, Jordan wanted Mitchell, but Cho argued that since they threw in with coach Clifford on the Dwight Howard bandwagon, they needed to surround him with shooters a la the '09 Magic, and that Monk was the right choice for that strategy. Jordan went against his gut and relented to Cho's logic.

From what I've heard from a person who works in the organization. Jordan's brother has a TON of pull within the organization and often butts heads with Cho and the scouting department. They moved around people this offseason and it was only really a matter of time before Cho was out. If you think Paul/Kolde's relationship is bad or toxic, from what I'm hearing CHA is much much worse.
