There is no such thing as a lower hard cap. There is the actual salary cap but a hard cap means you can't go over for any reason, even if you use exceptions or bird rights. All other circumstances this summer the Blazers could pay whatever they wanted to their free agents, use the Trade Exceptions, and the tax-MLE. They do NOT want to be hard capped.
If Lebron came here and I have no illusion that he would, it won't be for 4 years IMO. The city would not hold his interest for that long. But if he did, a 36 year old Lebron would still be good. His skills will not deteriorate much, and his body is unlike anyone's we have seen before. So he could pull it off. He works his ass off in staying in shape. I would be happy with 2 years of LBJ, but yeah 4 would be even better. But no way in hell he moves his family there. Not with 2 current mansions in Brentwood sitting there.
