Yes, the same page has been posted several times from 2010 before the rules were changed. The EXACT quote for HCA is: "For purposes of home court advantage, ties will be broken pursuant to the procedures used for breaking two-team ties for playoff position." That doesn't say anything about multiple teams tied or that the rule is applied after the other tiebreaker.
It makes it sound like the seed tie breaker happens first, then if two teams meet in the first round tied, it goes back to the H2H 2 team tiebreaker. Thats how I read it anyway.
I understand how it could be interpreted that way but once again these are old rules. The new rules make it so no scenarios have this issue.
Spurs Talk forum seems to think they will have home court as the 5th seed vs 4th seed Blazers if we end up tied. Not that they make the rules, but that is their understanding over there.

Completely understand that. The crux of the question is, what determines HCA? If seeding does not = HCA, then it does go to a 2 team tie to determine HCA.
