Not exactly. They used to count the games as sold out, because the Blazers sold all the tickets. That's what sold out means. It doesn't mean everyone with a ticket shows up for the game. So when there would be a noticeable number of empty seats, critics would claim the game wasn't sold out. Even though it was.
