Cavs would do this in a feeble attempt for Lebron to stay

I say there needs to be a commisioner who can be realistic in accepting/turning down deals. All deals should be done via PM then submitted to the commisioner for consideration. All draft day trades will also be submitted to the commisioner for consideration. Free agency...all teams interested in a player submit and offer to the commisioner. Commisioner can decide if offers are realstic and within hardcap etc. etc.

Yeh I guess I could; I can't really figure out what it's about, is that still in process?

In the 1st post there is a list of teams. Pick a team that doesn't have a name attached to it. You control that team. You are hired as GM in their exact situation with contracts, draft picks, etc. So from now until the draft you are free to try and make trades with other poster's teams on here. For example if you are the Wizards you'd have the 15th pick in the draft and you could try to trade Gortat and Morris for a better big man or whatever you want to do. You make the decisions. Then when the draft comes we will have a day where we have a fake draft and everyone will draft based on what picks they have after making trades.

Bones and I will make sure every trade works financially. Other than that it's fair game to take advantage of other GM's stupidities. I think trades should only be vetoed if someone is purposely trying to sabotage the game (like trading Embiid and Simmons to the Blazers for Meyers Leonard or something like that).

We only need 3 more people to get this thing going.

If we had 12, we could still make it work. Not as optimal as 15 though.

    6 people with 3 = 18 teams
    6 people with 2 = 12 teams

If we have to resort to a few people having 3 teams, the 3rd team should be an organization that won't/can't do much this off-season (GSW, DET, NOP, etc.), as well as the unpicked teams nobody wants.

Here's my full idea for free agency @hoopsjock

Lets say free agency starts in real-time on June 13th. Signings would be in waves (i.e. some free agents would sign earlier than normal).

June 12th - Resigning Offer Period
    June 13th
    June 14th - Wave 1 Signings
    June 15th
    June 16th - Wave 2 Signings
    June 17th
    June 18th - Wave 3 Signings
    June 19th
June 20th - Final Wave Signings

    Rules:
Participants would submit their contract offers (with an optional, short pitch) to me or HoopsJock personally (through private messaging). Every wave signing day, we would compile offers for each player, and use the signing date system explained below to decide which players would be signing on that date. For players that sign on that date, me and HoopsJock would go over the offers and the pitches (which could affect odds if the pitches are good enough) and try to realistically come up with odds of each deal being accepted (based on salary, state of the team, location, market, if it's close to home, etc). With us two working together on it, it would stop us from giving our own deals to great of odds and would make it fair. We would then use a RNG between 1-100 to have that free agent randomly select a team.
Resigning Offer Period - Certain Free Agents could be resigned on Day 1, if the offer is better than what they should expect on the market, and if they want to stay in the city their in. For example, if Nurkic gets offered a max contract day one, he'd accept on the spot. On June 12th, we could allow people to submit offers for their own free agents only. Me and HoopsJock would sort through which deals would get accepted immediately, and would announce them on June 13th. If a player doesn't immediately resign, he falls into the signing wave system detailed below. June 13th would kick off free agency.
Waves - Me and HoopsJock would set a wave range for each player depending on if they would value an early offer or not.
-- Ex. LeBron would likely be Wave 3-4, as he'd take his time. Once Wave 3 comes, I'd flip a coin for if LeBron makes his decision in Wave 3 or Wave 4.
-- Ex2. - Someone like Tyreke Evans might value an early contract offer. His range may be 1-3. For Wave 1, he would have a 50% of accepting, Wave 2 would have a 50%, and Wave 3 would have a 100% chance.
Outstanding Offers - If a player gets a contract that is WAY above market value, (ex. Evan Turner for $18M a year), me and HoopsJock would have the authority to declare that free agent as signing that deal immediately, due to how substantial it is compared to what would be expected. If it's an offer from one of us, the other person will be in charge to declare. These signings could happen on non-wave days.
RFA - A team would have 2 days in real-time to match a RFA offer.
Sign and Trades - Teams can make offers that could only be accepted through sign-and-trade, and will be judges as a normal offer (if it's doable under the CBA). If that player declares his intention to sign, then the teams have two days to figure out a sign-and-trade offer that works. If they cannot do so, then the player is re-inserted to the free agent pool with the team that couldn't complete the sign-and-trade for that player taken out of the running.

You got it man, I gave you the Mavericks and you'll get a 2nd team when we get two more people to play.
