Depends on the reasoning. Terrorists invoke terror to cause harm and fear. And they're violent. Not the same as protesting land rights non violently and demanding meetings and negotiations. Calling them terrorists is just the media trying to scare the public like they usually do to get their narrative accepted. And look how well it works.
