I mean the dog's first owners obviously. I don't know how many states have laws against this but all of them should. My buddy does not approve of being locked up outside.
I'd never lock my dog outside. Never chain my dog up like that. If youbare going to treat your dog that way, you shouldn't have one. Glad Cloud got out of that and found a new home with a loving family.
