Generally, I think his supporters fall into the first camp. Many of them don't have the time and interest to follow all the developments closely or research. They've chosen Trump as not just their representative but their eyes to the world. If he says a thing, they believe it. Right and wrong for them is defined by what Trump says--so, by definition, he can't lose these followers. Nothing he does would constitute a betrayal to them if what he does is definitionally correct. His "supporters" in DC, however, almost entirely fall in the second camp (minus the "love"). Republican politicians are entirely cynical about him and have judged that their greater risk comes from opposing Trump and either getting primaried by a very pro-Trump Republican base or failing to garner their votes in a general election and thus losing. They're willing to discard independents who find Trump repulsive, in their political calculus. It mostly didn't work out for them in 2018, at least in the House. It did in the Senate because the vast majority of the Republicans defending Senate seats were in very safe red states and therefore only had to worry about primaries.
