Nope, it was popularized by DJ Screw...DJ Screw has said in a documentory about south hip-hop that the earliet chopped-n-screwed was started by Backyard Posse(pre-Three 6 Mafia)...which DJ Paul did....DJ Screw made it popular and honed it to make it sound better...
I wonder why it is that there's a ton of different tastes when people name their favorite musician, or even favorite musician in a specific genre, but when it comes to best producers everybody picks the same people.

And half of the people probably dont even know much about the music industry...If your a south rap fan, DJ Paul should be easily in top 5...his sound has pretty much spread throughout the south and gave the south its signature...

People dont realize what hes done for the south rap scene...but okay <_<Memphis is always the underdog/nonrecognized...why change now?

I might think Rick Ross is the best just cause hes from Miami and his stuff is constantly on the radio, same case.Don't get me wrong, I love some of the work hes done but that doesn't compare to the work RZA, Premier, Q-Tip, Pete Rock <--- can't believe not a single person put him btw.Hes up with the best of them but I don't think hes done work like those producers have ^.
Besides Oakland, I dont know many rap scenes or people from other places besides the south like any underground south rap...And im talking real underground...which Memphis has almost strictly stayed as...
Talib Kweli and Mos Def don't get enough credit as rappers or beat makers IMO.I want to hear more of their stuff on the radio. I have lost a lot of interest in the rap scene ever since I started to actually listen to the lyrics. I have nothing against people who like that music, I am just moreabout the lyrics than anything else.
