    only the team receiving the S&T is hard-capped

    I'm not sure about your TPE question, but it sure seems that's happened before....that a S&T is worked out so a team at least has a TPE for 'losing' a player

    I think it's more a case of Neil actually getting all those wings he targeted, and being all like "well I sure wish I didn't extend that QO to Layman now"

    Not sure what his first year salary is, but it gives us a check worth about 3 mil to acquire a player and it's good for a year. It might come in handy once free agency is basically over or near the trade deadline.
