More specifically, what is best for our constituents whom we represent. You then lug that into Washington and broker what you can...in whatever way you can. Over time, it's become a swampy mess. Although I agree with your premise, unfortunately, it is hard for representatives to "broker" much of anything in today's political climate. Washington as well as much of the country are grotesquely divided. And for those of you that can remember how scary the 60's were, I think you'll agree that it's worse today than it was back then. I truly wish I had the solution, hell, I wish anyone did.
