No, Nixon was the worst. The only reason he got off scott free was that 1) He resigned in disgrace; 2) a Republican President, Ford, pardoned him. He could have served prison time if it weren't for those two qualifiers. As I recall, all that Clinton faced was a fine of $25,000 and a suspension of his Arkansas law license for five years and resignation from the U.S. Supreme Court bar. If anybody considers that worse than the life long total disgrace and resignation from the Presidency that Nixon suffered than they are living in a fantasy world.
