How about just leave it at home? Saying don't wear heavy doesn't help, people are convinced what they wear isn't too heavy even when you can smell it from San Francisco to Seattle.
My work has a bunch of rules about aroma because (maybe I shouldn't say this) one Sales guy would smell like a walking cologne factory and it would be so strong people would literally get ill from it. So instead of singling him out they just made a bunch of blanket rules that people basically need to be "clean" but also as odor neutral as possible.

I'm trying to be polite. Being pushy can be counterproductive. Unless on a date, I don't really see the need for wearing fragrance, however, being young and single can be forgiven for we were all once young and single.
I remember the first bottle of cologne I ever bought. ...I was about 15-16...I bought a bottle of Jade East Lime...thought it would make the girls fall at my feet...I was wrong. Have not worn any sort of cologne for at least 25 years, maybe longer...most guys, myself included, go way overboard with it.
I've worn Jade East, Canoe, English Leather, Old Spice and maybe a couple others when I was in my late teens and 20s and never had women fall at my feet, either. Geez, I was suave, debonair and all that shit and I thought the fragrance would surely cinch the deal. Damn, I shaved at least once a month during my monthly bath so what more did they expect?

Well, I was speaking of the cruise lines and not the passengers. Yes, you've got to protect American passengers, just not the ships nor the foreign passengers. Americans would should have the efforts of the American embassies but it's not really fair to depend on that. Perhaps a tax representing that help would make it more worthy.
