It is very clear the agencys bureaucracy was incompetent to handle this crises, the very reason it was created. Example. With such a shortage of tests. Why did the CDC refuse offers of tests from WHO and other countries that were known to work? Lack of knowledge has been the biggest problem in this fight against the virus. The biggest roadblock to finding that knowledge has been the CDC.
The CDC has been under funded and politicized under the Trump presidency, just like pretty much every other agency.

If you are blaming the wet markets, it's not the wet market itself, but the disgusting, unhygienic and savage behavior of the Chinese people and culture that is to blame.
First, what does the funding have to do with the CDC refusing good test kits from WHO and other countries? Second, Trumps proposed 2021 cuts are in limbo, the budget has not been approved yet. Third. The budget cuts Trump proposed for 2019 were overruled by congress. There was no cut in CDC funding last year. In 2018. The CDC received $11.1 BILLION. You call that underfunded?
It is standard procedure for the CDC to acquire domestically produced test kits per my understanding. My belief is they never asked WHO for test kits nor were they offered.
WHO offered test kits to every country. Last WHO report I have seen, 60 countries received kits, and the USA refused the offer. Plus several other countries offered test kits. I believe S. Korea was one of them.
Rather than blame the CDC, a stellar organization, I'd place the blame at disbanding the White House pandemic response team. This should have been handled by them. Also, White House officials were briefed by the Obama transition team on pandemic attacks but about 2/3 of those people who were briefed are now gone. General ineptness.

The fact that Trump tried to cut the budget of the CDC tells you something about how inept he is at being President. He should stick to screwing people who build and operate his towers. He's good at that.
No one is to blame for existence of a virus, but how people and governments respond is under their control. Korea kept epidemic under control. Mass testing, stay home, ramped up health care. US government although briefed said it's a hoax, it would go away, blame Democrats, China, media. So called press conferences are Trump rallies with maybe 10 minutes information and rest praising Trump while he lies over and over. State officials telling people to go out to dinner, party at the beach. Saying job of federal government isn't keeping essential supplies. Saying supplies available when they are not. Telling states not to release unemployment numbers. It's all about Trump's election campaign, what can make him look good. Giving him an enemy to rally his base against.
