But the U.S.’s interest seems more closely linked with building sustainable settlements on the moon, which NASA’s Artemis program plans to do beginning as early as the late 2020s. For a settlement, the ability to explore for water or mine moon rock to use for building could make the difference between feasibility or impossibility.

Using celestial bodies for the betterment of human kind is an admirable goal - and I do not object to this move. If the president really want to embrace this - maybe he can sign an executive order to use solar power to replace the harmful coal power that he is advocating - given that it is renewable and does not have the harmful side-effects that coal has.
As a fan who reads space articles every day, I know that Trump has no interest in space. He's taking advice from Republican leaders who envy Kennedy's Apollo legacy and want some of that nonpartisan explorer macro-history for their own. They've delayed other new space programs from culminating during Democratic presidencies for that reason. The good thing is that Trump announces this (which by the way will lose funding once he's gone), instead of new wars.
Trump can build walls, golf courses, casinos, hotels and private clubs on the moon call it the Luna tech compound...let his permanent residence be complete with a Dominos Pizza...McDonalds and Kentucky Fried Chicken...one TV station....
