SHOCKED. SHOCKED I TELL YOU. The reform doesn't mean to be defunded, but to have better more stable interactions coming from officers who can have better and more stable interactions. Hailblazers asked earlier if psych evals happened... and I don't think they do... but they need to. That needs to be front and center of the reform.
