It is not just 3PA, just look at the last year of the advanced shooting on basketball reference, Draymond is better between 3 - 16 ft - everything else (right at the basket, mid range and 3P, he is worse). Despite that, Simmons still has a better TS%. I would say if there is something to be said about Green's superior intellect on defense - his shot selection and volume on offense given his bad shooting/scoring performance is not that impressive - I would rather have Simmons taking only the shots he is good at. His OBPM has been negative for 3 years running.
