Theres nobody in this summers FA class that fits what we need and has the traits Billups loves more than Ingles. I'd give him 10-11M on a one year deal, maybe with a club option. If nothing else its a contract to help match a larger salary in a trade, something we really dont have. Outside of Hart (or Simons depending on how u wanna look at it) I dont think we project to have any bench player making more than 5m. No, don't give Ingels that much at the start of free agency. Hell he might even sign at the minimum to keep his bird rights. If Ingels wants the max possible from the Blazers he needs to wait until all major transactions and trades are done in free agency. We might be able to put him into a sign and trade that brings back a starter. Or we might want to use the full non tax MLE, which would hard cap us. If hard capped and we bring in someone on the TPE then Ingels on a $10 million contract could be a problem. But if we don't use the non tax MLE, nor need Ingels in a sign and trade, then maybe we can give him $10 million on a one year deal with non guaranteed second year, so he either contributes on the court or we flip him in a trade. So we could end up where you said, giving him that deal, but it should only be one scenario and not done until all superior options are off the table.
I agree on Ingles. I think you set him up with the Rodney Hood contract. Is he worth 10 million? No. But if he's worth a minimum, and could contribute, I'm ok with overpaying to have a big tradeable salary on the books. It sets us up for deadline deals, potentially. If not, assuming a big deal to SImons and Nurk, we don't really have any good tradeable contracts.

I would draft Banchero and even guys a few slots below that over Holmgren. He's massively overrated. The one thing I like about him is his length and shooting. I just don't see him being fast or strong enough to compete in the NBA at a high level. He may become a decent starter because of the length and shooting ala Porzingis, but I see him capping out there. There are other guys that at least have the tools to potentially become elite in the NBA. I'm sure you disagree and that's your prerogative, but you asked why I think that and that's why. I always prefer length (he has this which is why I don't think he will be a bust) and athleticism over just about anything because if it develops you get a Giannis or Gobert type player. If they lack the tools then it's very hard to become elite. Almost all elite NBA players have extreme athleticism and very often length. There are high-skill players like Jokic and Doncic who surpass their toolset, but they are rare. I also recognize that athleticism isn't everything every year you have wash outs like Thomas Robinsion, I just would say when you look at the top 20-40 NBA players most of them are extreme athletes and or have real length for their positions, much rarer are guys who succeed because of extreme skills despite not being utterly elite athleticly Curry, Doncic etc. I could be wrong about Holmgren, but I just don't see that guy becoming an All-Star let alone absurd calls like DPOY.

If you think he does have that potential in the modern NBA you don't understand anything about athletics let alone Basketball. That's my opinion. You always have the option to state your opinion without the attitude or at least most mature adults can.
