It does look a little staged. Not saying it IS, but the guy who threw the smoke grenade looked like someone who was lofting it in hopes to not hit someone. Kinda like you see when kids are doing stuff to not hurt their friends. There was what, 10 people (maybe) protesting it, and no Antifa paraphernalia, and since when does Antifa just throw shit and run away? Pulliam needs to make a name for himself, and this brings attention to him. And Antifa, which most people who are voting for him don't understand and blindly believe everything negative they've read about it, is a good boogeyman.
