PORTLAND, Ore. (June 29, 2022) –The Portland Trail Blazers have extended a qualifying offer to guard Anfernee Simons, making him a restricted free agent, General Manager Joe Cronin announced today. Per team policy, terms of the deal are not disclosed.

By extending a qualifying offer to Simons, Portland obtains the Right of First Refusal on any offer sheet he may sign with another team.

During the 2021-22 campaign, Simons averaged 17.3 points (44.3% FG, 40.5% 3-PT, 88.8% FT), 2.6 rebounds, 3.9 assists and 29.5 minutes per game in 57 games (30 starts). The 24th overall pick in the 2018 NBA Draft has also accrued career averages of 10.2 points (42.5% FG, 39.2% 3-PT, 83.3% FT), 2.2 rebounds, 2.0 assists and 20.7 minutes per game in 211 games (35 starts) for the Trail Blazers.

What are the years/monies?

As opposed to not extending a QO to Elleby, which removes the cap hold...?

It's interesting because it maybe signifies a deal isn't in place, and the Blazers will use the market to dictate his value. Blazers could end up paying more.

Could also just be the Blazers covering their bases.

The cap hold is there until Portland rescinds the bird rights. Being a UFA or RFA has no bearing on if the team still has a cap hold. They are 2 separate things.

Doesn't matter though - because Portland will be operating as an 'over the cap' team. Having the cap hold on the books does not limit/effect what moves Portland can make.

Exactly. I still remember how Olshey would give ridiculous extensions out to everyone instead of allowing the market dictate it. For a player like Dame, yes super max, for everyone else it should work this way. Nice job Joe!

It's just a procedural thing. It's basically insurance.
Making the QO to Simons doesn't mean anything at this point.

No -> not offering a QO does not automatically rescind the bird (or early bird) rights. There are two separate issues.

All I meant was that I am glad we didn’t offer him like a super max, Ant has promise, and I hope we retain him, but I hated the situation Olshey put us in constantly. He was always over paying our own players instead of letting the market decide their value and then matching the offer if it made sense to do so.

At this point Joe is not doing anything different than Olshey did. Again - those are 2 separate steps.

Step 1) Offer the QO - making them a RFA
Step 2) Negotiate the new contract

This is the same process that Olshey used when negotiating Meyer's extension.
It's also the same process that Olshey used with Crabbe.

Both players were tendered a QO, making them RFA. It wasn't until AFTER July 1 that they negotiated their new contracts.

No I don't believe we know this. Even if the Blazers had a deal in place they'd make him a RFA just as due diligence.

Ant isn't eligible for the super max.
