For outgoing purposes, only the guarantee portion counts for us. For the receiving team, his entire $19M counts towards the cap. However, we can adjust the partial guarantee and give him more money like ATL/SAS did and then they can cut him and save that money. So for salary purposes we could bump his guarantee to $7M to allow to receive a bigger salary back and then the team could cut him and save $12M from my understanding.

You won't have to give up a pick to get rid of Bledsoes contract...the difficulty is making math work in a trade. Beyond that the team receiving him can cut him and only have to pay guaranteed $$.
