That is exactly how these laws are written. If a minor can't get parental consent she has to persuade a judge, usually an older man, she is mature enough to decide. If not, decision forced on her. There was a case that made national news. Parents locked up for neglect and abuse of their children. Children put in foster system but oldest daughter was de facto caregiver of her three younger siblings while working full time and still graduated high school top of her class and was offered scholarships. But she was pregnant. If there was ever a young person who showed character and courage in impossible situation it was her, but she reasonably explained she couldn't add a baby to her other responsibilities. Judge said that showed she wasn't mature and forced her to give up college and carry to term. Punish the slut.
