No he couldn't have. They were protests, not riots. The population wouldn't stand for that. And we don't have enough military to enforce that. His supporters wanted freedom. Had he declared martial law he would have lost all of his power immediately. He hadn't wrecked enough of our systems yet. He was a wannabe authoritarian.
