One thing that’s lost in this discussion is that the Portland Metropolitan Statistical Area, which includes Portland and the surrounding suburbs, is still growing at an annual rate of 1.05 %. That would tend to indicate that it’s not the traffic, but other factors driving the decline in Portland’s population.
