Well, if that anonymous scout wants to get his team to throw in some actually quality assets in exchange from Herro, I'd welcome it, but it doesn't seem like that offer has presented itself.
Herro is undervalued because he is not a position we need. A Herro-level wing would be valuable. Yes, OG is overrated. Can be a piece to help an already established team but I don't think he should healdine a Dame trade.
In a vacuum, I think you could be right. That said, if no one is giving substantial assets for Herro now, the Blazers can't afford to take on Herro and figure it out later. We'd have at least one too many guard mouths to feed, and if we weren't killing Herro's value, we'd be killing whatever value Ant has, or we'd be stifling Scoot and/or Shaedon. So either Miami finds that "real" Herro value now that actually gives the Blazers something significant or the Blazers continue to be right in prioritizing an asset like OG, even on his expiring contract. Honestly, I think Barry and Miami have the stronger case (though I don't necessarily agree myself) in arguing that the Blazers should be valuing Jovic higher than they currently are. I think the Herro case from a Blazers perspective is pretty cut and dry.
Not from what we currently need as a team, OG fits what we need, Herro doesn’t, which makes OG more valuable for us. The risk is OG can leave after one season

But Portland will certainly want the pot sweetened with a blue-chip prospect (Gradey Dick, a lights-out shooter at Kansas) and multiple first-round draft picks. Where does that get Toronto? Does a Lillard-Siakam-Barnes trio put the Raptors in the mix in the Eastern Conference? If Barnes takes another step after a sluggish second season, maybe. But it’s iffy, and it doesn’t even take into account Lillard’s interest in being there. What this could do is motivate Miami. Talks between the Blazers and Heat have reportedly been dormant for some time. And, yes, Miami is certainly among the teams keeping an eye on Giannis Antetokounmpo’s situation in Milwaukee. I don't think matching Dame's contract is difficult: OG, Porter, Young, Dick and Precious. That leaves them with Dame, Gary, Barnes, Siakam, Poeltl, Schroder, McDaniels, Boucher, Koloko and two roster spots that they could probably get two good vets at the min with. I don't see a team that is that much better than them in the East. Milwaukee and Boston will be really good but that roster contends. It would definitely be the most talented and balanced roster Dame has ever had. I think OG logically goes to Indy. McConnell and Young go with Nurk to Phoenix for Ayton. Phoenix has to send out one of their two players who make 1.9M and aren't recently signed (Goodwin or Wainright). I don't know for sure what the rest of the compensation for OG would be, I'd like Walker and that would be enough... if they won't give up Walker I think Toppin and two firsts... they have all of their firsts and a second first in this upcoming draft which is the worst out of the Thunder, Clippers, Rockets and Jazz. I would want the better of those two picks in 2024 which will likely be theirs and another unprotected future first. Ideally for me we end up with Ayton, Walker, Dick and Achiuwa for Dame and Nurk... Porter would get waived. I guess ideally there would even be some picks with that combo of players.
I am not sure a 5 for 1 trade this close to training camp is a good idea for a CBA match, all it would take is OG + Boucher + Young that way Toronto only has 2 slots to fill rather than 4
