It made me snort when it got to the Drake part. There definitely should be some requirement, somehow, to lable stuff as AI. I can only image how many people will believe anything that shows Biden or Trump saying something even more stupid than they normally do whether it's AI or not.
Aaron Fentress responded to Dwights tweet talking about how they were waiting for the first lawsuit. Fentress has a good point... Definitely a case for slander/defamation with people using others' image and likeness to do this stuff. I could see doing stuff like this involving the president could be a very horrible idea if it goes viral and is seen by enough people. Just waiting for someone to do it to the wrong person who decides to sue.
Russia and China aren't going to care about any requirements... These tools will be in the hands of the masses very soon. You can already do VERY convincing images on your own computer using completely unrestricted open source tools (like very convincing nudes of people you know or like the Taylor Swift fakes). It isn't as fast as using the ones from the tech giants but plenty fast enough. There is no possible way to regulate this away.
