Here's my hypothesis: hubris on the part of law enforcement and candidate security, laziness and a tendency to disregard civilians as idiots. Bastards were being bastards and now they're all going to scramble and throw each other under the bus while nobody takes accountability. No conspiracy required. This doesn't "go all the way up", because "all the way up" is just some bastard cops treating people like cattle.
Yes, they do hire lone nuts to take the fall for them. Problem is: You use a lone nut for an up-close and personal hit job. It should be an easier kill, even for a non-professional. You use a professional for a distance shot. Not some bumbling 20 year old clown with little, to no experience. And yes, he still almost got the kill. But had Biden ordered a hit, the secret service would have magically "waited for the gunman to finish the job" before killing the shooter. The SS still has a lot to answer for. C'mon, you can do better than that. Maybe the poor guy who got shot was a 'crisis actor'? Maybe the Secret Service shot him to make it all look real? Maybe all the shots came from the SS and the kid was encouraged by the SS to climb up on the roof with his gun to 'protect Trump' and was then executed? Think man! Not in that scenario. It would be like trying to shoot a deer by walking up to it with a handgun and thinking you have a better chance than at 150 yards when it can't see you. The secret service did allow him to get multiple shots off. They had to maintain some degree of plausible deniability. (which is the point of having a lone nut do it).
Instead of coming up with theories. Republicans should be calling for more gun control. I mean, a lone gunman nearly killed Trump. With a legally owned firearm. (the fact that it may not have been in legal possession at the time of the crime, is a whole other crime to sort out). And not one single republican at the rally whipped out a weapon to take down a guy, they themselves stood around and watched setup the shot. Big failure on their part, not being the "hero with a gun". When logic fails, replacing it with a theory. Just doesn't work.
