Simply legalize it. The 1% who are morons will die over the long term; the 99% who do recreation in moderation will stop thinking of the government as terrorists. According to FBI statistics, many many tens of millions of Americans have been arrested over this issue. School teaches that we have freedom to argue both sides...yeah, if you don't mind being investigated, getting busted, and becoming unemployable.
