The defender should not run into a defenseless player with his forearm. I think the penalty should not be called targeting. That seems to imply intent. I don't think intent should be relevant. The penalty should just be called "blow to the head" or something like that. It should be like the facemask penalty, which is an obviously dangerous situation where nobody cares whether it was intentional or not.
