Not to the degree we see now but seeds were sown. Firing career civil servants and replacing with "loyal Bushies" without experience or qualifications. Bush has brought back manliness. To be honest, I didnt. 2001 and on is when I could vote and so I did miss that and consequently was ignorant to the goings on since I was a dumb 18-21 before I could vote.
