I think you want the bulk of owners to be a smaller group - either 2 or 3 - maybe just one. If they have a bunch of minority owners under 10% each thats fine but they wouldn't have any decision making input. You don't want too many voices or it paralyzes the organization from making decisions.
Could be health. Could be he just wanted to scoop the Blazers up for a discount but sees now the valuation will be higher. Could be he was offended how his prior offer was basically ignored and he felt disrespected.

NBA doesn't allow one person to have any ownership in two teams. Vivek was a minority Warriors owner but had to sell all of it prior to buying the Kings.
