    The reason Republicans have majority in House is gerrymandering of one state, North Carolina. North Carolina is a 50/50 state in voter registration. 2010 was a Republican wave election and a census year. Republicans won governor and legislature. They then put in place extreme gerrymander. Before then, North Carolina had 7 Republicans and 7 Democrats in Congress. After redistricting they have 11 Republicans and 3 Democrats, not because of change in voter preference but due to new maps. They also guaranteed Republicans super majority in state legislature for foreseeable future. At various times since, Democratic governors have vetoed especially egregious legislation, but the legislature overrides. Republicans can't be reasonably voted out because the maps were drawn to make it well nigh impossible.

    The Supreme court upheld the maps, ruling partisan gerrymandering not unconstitutional even if it has disparate racial impact.

    Had the 2010 maps been in effect, Hakeem Jeffries would be speaker and big ugly bill would not have passed.
