Almost all of the worthwhile Free Agents get tagged or resigned before Free Agency begins and the Redskins overpay for some mediocre talent.

He's on the team, has a contract with them, and as far as that's concerned, it's resigning.
Kraft did say that he's spending a lot of money this year on players, and said Thomas from the Ravens is on there list. To Samuel, this was the best possible thing that the Pats could have done with Samuel. Give him one more year to see if last year was a fluke and if it wasn't then we can throw money at him. The Pats still need to look at drafting a CB in round 1, the far off with Samuel and # 2 CB Ellis Hobbs is unbearable.
