(IE kicked out of school, or academically ineligible, etc)These players are listed, and it's essentially a silent bid system. Every team puts in the highest pick they are willing to give up for each player. And the team that bids the highest round pick loses that pick in the next year's draft, but gets the player now. If two teams bid the same round, the previous year's draft is used to decide who's pick has higher value.EX: If Brian Brohm was kicked out of school for stealing a car, he would enter the supplemental draft. And teams would bid on him (among other players). If the Texans and the Ravens both bid a 2nd round pick on him, the Texans would get him and forfeit their future 2nd rounder and get Brohm.

Including the coin flip.

The teams who select first are the 6-10 or below teams in a random order.Then the teams who finished finished better then 6-10, but still missed the playoffs, also in a random order. Then the teams who finished in the NFL Playoffs, still in a random order.
