Just as when a party is thrown on your property where a bunch of high school kids are getting drunk. Even if you weren't there, you still get a ticket for Provide a Location for Minors to Consume. In the same way, Vick doesn't have to have been directly involved to be convicted of providing a location for animal cruelty.
