Basically, Im looking for a young PG that is starting to be a major defensive force and also likes to play uptempo....I would prefer that he doesnt need to score to be effective and that the general public under rates him.....is there a guy that fits this description?
Rajon Rondo?

He's gonna enter his second year, has great defensive potential, ideal game is uptempo, and has no jump shot.

Sounds just like him.

Is he the type of talent that will be good enough to lead a team to a title as the starting PG if he has a really good supporting class?

Eh...I don't know about that yet. Well he's on the Celtics this year, so maybe we'll find out

He's still very young, so who knows.

Hes too young and unproven for what i need....I need someone with about 2 seasons of experience....what is the consensus opinion on Jameer Nelson?

Jameer Nelson isn't an above average defender at all. And he does like to shoot.
I'm kind of surprised no one has mentioned Chris Duhon. He's one of the best defenders in the league at the PG position. I don't think that's an overstatement... I can only think of maybe a few other guys I'd take over him if I wanted to defend most other PGs. On the Bulls he semi-regularly ended up guarding much bigger players and doing a creditable job.
Offensively, I'd say he's got the best "pure PG" skills on the Bulls. Better at setting up a play and making a pass than Hinrich or Gordon. The downside is he's not a threat to finish and he's not as competent with his three as a 36% 3 point shooter would seem to be. He's very streaky.
I think Calderon fits that description pretty well too and he plays in traffic and gets to the hole a lot better than Duhon.
